SIDEBAR Macron's proposals for 'refounding' the European Union

Paris (dpa) - French President Emmanuel Macron on Tuesday set out an ambitious vision for a reformed and strengthened European Union. Here are some of his key proposals:

- A eurozone budget to finance joint investments and protect against economic shocks, funded by a dedicated tax.

- Minimum and maximum corporation tax rates so that member states can‘t compete with each other by offering companies minimal tax rates.

- A European agency to nurture game-changing new technology - what Macron termed "disruptive innovation."

- Major online firms as well as other companies must pay tax wherever they generate added value.

- A carbon tax within the EU that is high enough to bring about a transition to cleaner energy.

- A carbon tax on imports to the EU from countries that have laxer environmental regulation.

- A joint European military intervention force and intelligence college.

- A joint civil defence force to tackle natural disasters, including those brought about by climate change.

- A European prosecutor to take on organized crime and terrorism.

- A new partnership with Germany to drive change in the EU, including measures to integrate the two economies and a possible bilateral treaty to be signed in January.

- The 73 British members of the European Parliament should be replaced by 73 members elected on the first-ever Europe-wide slate once Britain leaves the bloc.

- A working group to refound the EU, drawn from all interested member states and European institutions, should start work within weeks and report by summer 2018.

- Democratic conventions to discuss the future shape of the bloc, over the next six months, in all member states that want to take part.
