Serbia, Kosovo fail to agree implementation of normalization deal

Brussels (dpa) - Serbia and Kosovo have failed to agree on how to implement a deal normalizing their relations, European Union officials said Wednesday, less than three weeks after the two sides were internationally hailed for the breakthrough.

"I can confirm that the implementation plan was not agreed," said Maja Kocijancic, a spokeswoman for EU foreign policy chief Catherine Ashton. "Implementation of the agreement is key, but that needs to be done by Belgrade and Pristina."

Ashton brokered the normalization deal between the two sides, which was to open the door for closer ties with the EU for both Serbia and its mostly ethnic Albanian former province.

EU officials have warned that they expected "determination" in implementing the agreement by June, when EU leaders will decide whether to open talks with Serbia on accession and with Kosovo on an association deal.

"We are continuing with the efforts," Kocijancic said.

Pristina blamed the other side for the failure, saying that Belgrade tried opening issues outside the agreement, struck in April after 10 rounds of negotiations at the prime ministerial level.

The top-level talks are due to resume in May, officials said in Belgrade and Pristina.

Kosovo‘s Deputy Premier Hajredin Kuci said that Hashim Thaci and Ivica Dacic were set to meet in Brussels on May 21.

Separately, in Belgrade, Dacic said the meeting will continue in the latter half of May and stressed that Serbia wants to open talks on issues outside the agreement.

Meanwhile, the Serbian government failed to persuade Serbs in northern Kosovo to accept the Brussels agreement and agree to implement it. Serbs in enclaves elsewhere in the mostly Albanian Kosovo have accepted the deal, officials said.

Serbs in the largest, northern enclave remain hostile to the deal which would grant them only some autonomy - with police, security and judicial structures to be integrated with their Kosovo equivalents.

Leaders of the four Serbian communities in northern Kosovo on Wednesday sent a letter to Russian leaders asking them for support in the fight against the EU-brokered agreement.

Becoming a part of the Kosovo state is "unacceptable, forced and unconstitutional," they said. The leaders called on their supporters to protest against the government and the EU on Friday in Belgrade.

Kosovo is a former Serbian province which declared independence in 2008. While agreeing to normalize ties with Pristina, Serbian leaders have vowed never to give up their claim of sovereignty over the territory. dpa ey amh bb ncs Author: Alexandra Mayer-Hohdahl, Thomas Brey
