London (dpa) - The British government said on Wednesday that it wants to discuss a longer Brexit transition than the 21 months offered by the European Union.

The EU has proposed a transition from the date of Brexit in March 2019 until the end of 2020, but Britain said it wants a transition of "about two years."

In a paper released by Brexit Secretary David Davis, the government said the duration of the transition "should be determined simply by how long it will take to prepare and implement the new processes and new systems that will underpin the future partnership."

"The UK agrees this points to a period of around two years, but wishes to discuss with the EU the assessment that supports its proposed end date," it said.

Davis was responding after EU chief Brexit negotiator Michel Barnier said earlier that an agreement on a transitional period was "not a given" due to "substantial" disagreements between the European Union and Britain.

Barnier noted that Britain has not agreed to an EU demand to allow free movement to citizens during the transition, which would give EU citizens arriving up until the last day of the interim period a pathway to permanent residency.

Residency rights were not mentioned in Wednesday‘s paper, but officials said Britain‘s position had not changed since Prime Minister Theresa May said EU citizens arriving during the transition would be subject to different rules.

The document said there was "broad alignment" between the two sides on the transition, "with only a small number of areas requiring discussion."
