France: Europe won't aid Syria reconstruction if rights are abused

Paris (dpa) - European countries will only take part in stabilization or reconstruction projects for areas of Syria "where governance is acceptable in terms of fundamental rights," French foreign minister Jean-Yves Le Drian said on Sunday.

Le Drian, in an interview appearing in Monday‘s edition of newspaper Le Figaro, said France remained committed to the holding of elections in Syria under a new constitution.

That is an outcome that few observers see as likely, given the recent military successes of President Bashar al-Assad, who is no longer under threat from fragmented rebel groups.

Russia, a key al-Assad ally, "will not in any case be able to resolve the crisis alone," Le Drian argued. "Syria will one day have to be rebuilt and their means will not be enough."

France has backed the ouster of al-Assad for most of the duration of Syria‘s civil war, which started in 2011 after the government repressed peaceful protests.

However, President Emmanuel Macron has softened the country‘s line since his election last year, saying that the departure of al-Assad cannot be a precondition for talks.

Le Drian earlier called for a meeting of the UN Security Council, where both France and Russia hold vetoes, to discuss the latest upsurge of violence.

He cited the Turkish assault on the Kurdish canton of Efrin as well as government offensives in Idlib province and against the besieged rebel enclave of the Eastern Ghouta outside Damascus.

The Security Council would hold consultations on Monday and France would emphasize the urgency of ensuring humanitarian access, Le Drian wrote on Twitter late Sunday.
