EU proposes closer cross-border monitoring of terrorists, criminals

Brussels (dpa) - EU member states should be able to share data on serious criminals more easily under new proposals aimed at closing information gaps that terrorists and other suspects can exploit to travel across the bloc undetected.

The European Union has been working to crack down on terrorism and cross-border crime following deadly attacks in countries including France, Belgium, Britain and Spain. EU capitals have traditionally been reluctant to share security and intelligence data.

"Terrorists and serious criminals should not be able to slip through the net or sneak under the radar," European Security Commissioner Julian King said Tuesday, as the EU‘s executive unveiled its proposals.

"By connecting the dots, we can put an end to the kind of law enforcement blind spots terrorists have repeatedly exploited," he added, noting that the planned measures include clamping down on multiple identities and reinforcing police checks.

Among other things, the European Commission proposes setting up an EU-wide computer system for border guards or police officers to check identity documents, a shared service to check biometric data such as fingerprints and a system to flag people using multiple identities.

The proposals, which were outlined by commission President Jean-Claude Juncker in his State of the Union speech in September, will require the approval of EU member states and the European Parliament.
