Berlin (dpa) - The executive committee of the World Anti-Doping Agency (WADA) recommended on Monday that the International Olympic Committee (IOC) consider barring all Russian athletes from the Rio Olympics and Paralympics following a report on state-run doping.

In a statement WADA president Sir Craig Reedie said the IOC should consider refusing entries for Rio 2016 of all athletes submitted by the Russian Olympic Committee and the Russian Paralympic Committee.

WADA says it does not have the authority or remit regarding entries to competitions but was making several recommendations following the report on doping by law professor Richard McLaren .

It also called on international sports federations for doping implicated sports to consider the McLaren report and the consequences for Russian sports.

It further recommended Russian government officials be denied access to international competitions, including Rio 2016.

Among other recommendations, WADA‘s executive committee says the Russian National Anti-Doping Agency (RUSADA) should remain non-compliant under the anti-doping code, and the accreditation process of the WADA-accredited laboratory in Moscow be stopped.

It also urges the ethics committee of football world governing body to look into allegations concerning football and the role played by Russian Sports Minister, a member of its executive committee.
