DEVELOPING OSCE observers say Turkish referendum was on 'unlevel playing field'

Ankara (dpa) - The Turkish referendum took place on "an unlevel playing field," the Organization for Security and Co-operation in Europe (OSCE) said in its first assessment of the fairness of the voting process.

"This was indeed an unlevel playing field," said Tana de Zulueta from the OSCE observer mission, referring to the campaign for Sunday‘s referendum to give President Recep Tayyip Erdogan sweeping new powers and to media restrictions on the opposition.

"What the outcome might have been [with a level playing field] goes well beyond our mandate ... it is usually up to the courts or history to judge," she said at a news conference in Ankara.

Giving the verdict of the Council of Europe‘s (CoE) parliamentarians a day after the vote, Cezar Florin Preda from the rights group said "generally speaking the referendum fell short of CoE standards ... [the legal framework] did not provide for a truly democratic process."

The "yes" vote edged the "no" vote by a small margin after Sunday‘s closely-watched referendum.
