London (dpa) - A deal between London and Brussels on the rights of European Union citizens in Britain is "in touching distance," British Prime Minister Theresa May has said ahead of a summit of EU leaders.

In an open letter due to be posted on her Facebook page, May reassured the 3 million EU citizens living in Britain that she would make it as easy as possible for them to stay after Brexit.

"EU citizens living lawfully in the UK today will be able to stay," the letter said. EU expats would also be involved in designing a digital system to register to remain, she said.

Her comments come ahead of a two-day summit beginning Thursday at which EU leaders are expected to reject Britain‘s demand to broaden current Brexit negotiations to include a future trading relationship.

The bloc‘s 27 other leaders are expected to say they will not expand talks until "sufficient progress" has been made on key issues of the divorce, including expatriates‘ rights, a financial settlement and the Irish border.

Instead they are expected to approve a text saying they will reassess progress in December. May will be present at Thursday‘s session but will be excluded from Friday‘s.

Britain voted to leave the EU in a referendum last year.
