BACKGROUND New German coalition's expert committees and pilot projects

Berlin (dpa) - The three parties joining forces in Germany‘s new grand coalition have nailed down many aspects of policy for the next four years in their formal agreement, but there are several important outstanding issues that they still have to discuss.

The agreement contains 105 pilot projects, and 15 new committees that are to be set up, the opposition Greens have worked out.

The concern of the opposition is that these projects and committees are a way of kicking important issues on which the coalition parties can‘t agree into the long grass.

According to the coalition agreement, the committees will look into stabilizing pensions after 2025, dealing with ensuring equivalent living conditions in urban and rural environments and attaining the climate targets set for 2020, along with cutting coal-fired electricity generation.

These expert commissions are also to discuss how to handle data and algorithms, a strategy on "the future of affordable and sustainable mobility" and civic participation.

The notion that certain themes need to be trialled is quite normal, but makes their implementation uncertain.

The coalition draft agreement says, for example: "In order to facilitate company start-ups from employment, we are trialling the introduction of a start-up time similar to family care time."

It also says: "We are looking into additional financial incentives for voluntary work by local authorities for successful work on integration."
