BACKGROUND German coalition's programme up to 2021

Berlin (dpa) - The three parties making up Germany‘s new government signed their coalition agreement on Monday, ahead of the swearing-in of Chancellor Angela Merkel and her cabinet on Wednesday.

Then government starts in earnest almost six months after the September 24 elections. An overview follows of the programme over the months and years ahead:

INITIAL PROJECTS:

- Interior Minister-designate Horst Seehofer of the Bavarian-based Christian Social Union (CSU) aims as one of his first initiatives to draw up a "masterplan for the more rapid processing of applications for asylum and more effective deportations."

- The Social Democratic Party (SPD) intends to push its most important projects in education, health care and family policy at an early stage, along with a right to return to full-time employment from a part-time job.

- Volker Kauder, the head of the parliamentary caucus of Merkel‘s Christian Democratic Union (CDU), wants to move quickly to introduce a planned policy to help families on lower incomes to purchase their own homes.

- The CDU/CSU parliamentary grouping is pushing for a rapid reduction in unemployment insurance contributions by 0.3 percentage points.

OTHER PROJECTS FOR 2018:

- A decision is expected on possible technical improvements to the engines of older diesel-powered cars;

- A strategy is to be devised to cut the amount of sugar, fat and salt in processed foods;

- The formula governing pensions is to be altered in order to assure the level of 48 per cent of salary;

- The outlines of a "home offensive" are to be agreed;

- Rent controls in force in certain areas in high demand are to be re-evaluated;

- By November 1 at the latest, a new law must go into effect on class actions where many complainants are affected, such as the scandal over diesel emissions;

- A committee is to come up with an action plan on climate change;

- Guidelines on arms exports are to be made more stringent.

PROJECTS FOR 2019:

- From January 1, health insurance contributions should once again be paid equally by employers and employees;

- A committee is to devise a strategy on "the future of affordable and sustainable mobility" by the start of the year;

- By July 1, child allowance should be raised initially by 10 euros per month and child;

- A sum of 500 million euros is to be provided for child day-care centres;

- By August 1, a legal minimum education allowance should be agreed to go into effect on January 1, 2020;

- By the summer, a model for marking the quantity of sugar, salt and fat in foods should be in place;

- A committee on "equivalent living conditions" in urban and rural environments is to make proposals by the middle of the year;

- By the end of the year at the latest, a committee is to present a proposal for adopting the rights of children in the constitution;

- Also by the end of the year, a committee should present proposals for restructuring doctors‘ fees.

PLANS FOR 2020:

- At least 100,000 more charge points for electric vehicles should be available;

- By March 2020, a committee on the future of pensions is to present a report;

- Noise caused primarily by goods trains is to be halved by comparison with 2000 levels;

- 1 billion euros should be made available for child day-care centres;

PLANS FOR 2021:

- By January 1, the child allowance should go up by 15 euros per child and month;

- The tax premium for supporting the formerly communist eastern states is to be cut by 10 billion euros;

- Countrywide zoning plans are to be devised for flood defences;

- Electronic patient records are to be introduced;

- 2 billion euros are to be made available for child day-care centres.
